IT’S NOT CLEAR WHETHER ANY ROMANS ever marched into Niger. Roman artifacts have been found north of the Algerian border with Niger. For instance, Roman ceramics and fourth-century Roman coins have been found in the Tassili N’Ajjer area, and fourth-century Roman glass and ceramics have been found in tombs at Tin Alkoum. A caravan route leads south from Algeria into Niger. Metal debris and ingots from Marandet in Niger show some links with metal from Kissi in Burkina Faso, an area that metallurgical evidence suggests may have had links with the Roman Empire.

And assorted Roman expeditions in this region did penetrate far to the south of the territory they permanently controlled in the north. An expedition under Julius Maternus did get as far as the land of Agisymba, where the expedition encountered rhinoceroses. This could have been the region of Lake Chad, and if so, their route may have taken them through Niger.

Italy did try to get control of a big chunk of Niger during the Mussolini period. The 1935 Franco-Italian Agreement would have pushed the border of Italian-controlled Libya a lot farther south, into what is now Niger. The agreement was never fully implemented in this respect, but it later formed the basis of attempts by Colonel Gadhafi of Libya to claim tens of thousands of square miles of Niger.

In recent years, Italy has contributed a small number of personnel to the European Union’s Capacity Building (EUCAP) Sahel Niger mission, which aims to develop the abilities of Niger’s security forces.
